The "Planning" proposes that by 2020, the scientific basis of marine metrology will be more solid, the system of quantity traceability will be improved, the service guarantee capability will be significantly improved, the system will be more complete, the supervision will be more standardized, and the level of confidence in international mutual recognition and testing capabilities will be significantly improved. The "Planning" is based on the principles of "strengthening innovation, consolidating the foundation; demand-oriented, rational layout; supervision according to law, and service development". The "Planning" shows that during the 12th Five-Year Plan period, China's marine metrology regulations and management system have been further developed. The "Marine Metrology Work Management Regulations" have been issued and implemented. The National Marine Special Metrology Instrument Metrology Technical Committee has been established to realize the centralization of marine metrology technical specifications. Management; The system of traceability and traceability in the marine field has been further developed. A total of 41 measurement standards and 33 public measurement standards have been established. The measurement technology and service level have been further improved. Temperature and salt depth, wave buoys, tide gauge measurement calibration and salinity The preparation of reference materials has reached the international advanced level; the establishment of a platform for ocean metrology to go international has been further promoted, demonstrating that China has the ability to provide ocean metrology services for the region and internationally.
The "Planning" points out that the "Thirteenth Five-Year Plan" period is a period of strategic opportunities for China's marine metrology work. The construction of a marine power, the implementation of the strategic tasks of the 21st Century Maritime Silk Road, the expansion of the space for blue economic development, and the construction of marine ecological civilization require the role of measurement as a "booster". The construction of the "five major work systems" promoted in the marine field, as well as the implementation of major projects such as the global ocean observation (monitoring) survey system, smart oceans, snow dragon exploration, and dragon exploration of the sea, also put forward higher requirements for marine metrology. Marine metrology work must accelerate marine metrology science and technology innovation, establish a cutting-edge hardware foundation serving precise metrological detection of deep-sea observation and detection instruments and equipment, and provide convenient on-site and real-time calibration of marine metrology services; further development and improvement of the marine reference material system , Establish a market-led marine industry measurement and inspection service system, carry out in-depth international measurement comparison and mutual recognition of inspections, and provide strong support for the international cooperation of the marine industry and the outsourcing of marine equipment.
The "Planning" proposes that during the "Thirteenth Five-Year Plan" period, the nation's oceanographic work will mainly accomplish five tasks:
